OTTAWA — At least a dozen Canadians who’ve been formally recognized for their historic significance — including a past prime minister — harboured racial attitudes that would be deemed unacceptable today.

A review of Parks Canada’s roster of 648 persons of national historic significance turned up several outspoken anti-Semites, others who championed a type of scientific racism known as eugenics and a politician despised in Quebec for his anti-Catholic bigotry.

Earlier this month, the Canadian Jewish Congress declared it will oppose official recognition of former Ottawa mayor Charlotte Whitton because of her role in keeping Jewish children out of Canada during the Second World War.

Whitton, the first woman to serve as mayor of a Canadian city, was nominated last year for her pioneering work as a politician, feminist and social worker.

As Canada’s immigration population exploded in the 20th century, a reaction to it by white Anglo-Saxon Protestants was brewing in the late 19th and early 20th centuries. Specifically, this reaction manifested itself into a pseudo-science puff program known as eugenics.

More ideological than scientific, the eugenics movement sought to improve (or at least maintain) the human race (well, certain races anyway) by manipulating reproduction. Notions of “feeble mindedness” and immigrants with “weak genes diluting the strong Canadian racial stock” were the bedrock of the movement in Canada. It found many supporters particularly among women, most of whom worked for women’s suffrage and temperance groups.

Stephen Harper recently announced that if re-elected he will begin further removing barriers to foreign investment in the airline and uranium sectors. His plan is based on proposals set forth by the Competition Review Panel. Harper stayed clear of other more controversial recommendations from the panel, such as allowing bank mergers and opening up Canada’s telecommunications to further foreign investment. You can bet that if the Conservatives are able to secure a majority government, more of these recommendations will be implemented. The corporate agenda is further shaping public policy. Big business is a driving force behind the Security and Prosperity Partnership (SPP), and deeper integration into a North American Union. Trade agreements, such as NAFTA, ultimately benefit multinational corporations at the expense of workers and the environment.
