This is about police officers' surveillance. The title is ridiculously misleading. The officers are standing in the open - in uniform - and allowing themselves to be filmed and photographed as they go about their work. I think you should take another look at the definition of the word "covert". And there is at no point any mention of, or allusion to, anything Masonic.
